Sample orders: how to test a toy supplier before bulk

Every buyer who has been burned by a toy shipment remembers the moment, and it is almost never at the container. It is earlier, at the point where a first order went out on photos and a price list instead of on a carton that was actually opened. A sample order is the cheapest control you have over that risk. This guide covers what to ask for before you pay, what the trial really costs, how to inspect what lands, and how to convert a clean sample into a bulk purchase order without starting over.

What a sample order is, and what it is not

A sample order is a paid, small-quantity purchase from live stock: usually one to three SKUs, one or two cartons, shipped to your address so you can hold the product and read its paperwork. It is not a gift, and treating it as one is where most of the trouble starts. A free sample has no invoice line to compare against, no lot code tied to a purchase, and no commercial record if the goods turn out to be wrong.

It is also not a custom production run. If a supplier offers to make a special unit for you before you have placed a bulk order, you are looking at a demo, not at the stock you will actually receive. What you want in hand is the same carton a bulk buyer would get, pulled from the same lot, with the same label on it. The distinction matters more than it sounds, because a sample built to impress tells you nothing about the batch behind it.

What to ask for before you pay

Put the request in writing and keep it short. You want the SKU list with exact item numbers, the packaging version, the case pack, the carton dimensions and weight, the unit price at sample quantity, the freight line quoted separately, the sample handling fee if there is one, and the lead time to ship. Ask whether the sample fee is credited against a later bulk order, and get the answer before money moves, because that term is much harder to add afterwards. Our guide to reading a wholesale quote breaks the same fields down line by line.

Then ask for two things that cost a supplier nothing to provide and tell you a great deal: a photo of the actual carton with the lot code visible, and confirmation that the CPC or EN71 documents for that batch can travel with the goods. If a supplier cannot show a lot code on the carton they are about to ship, the sample is not traceable, and traceability is the whole point of the exercise. The toy safety compliance checklist lists the documents worth requesting at this stage.

What a sample order actually costs

Two cost lines, and they behave very differently. The goods line is the wholesale price for a handful of units, so it is a small number and it is not the one that hurts. The freight line is air express, charged per kilogram, and on a single carton it routinely costs more than the product inside it. Bulk, by contrast, moves by sea and is charged per cubic metre, which is why the per-unit freight on a pallet is a fraction of the per-unit freight on a sample box. The shipping cost guide walks through how those two modes price out.

Ask for the freight quote as a separate line, with the chargeable weight shown. Buyers who receive a single lumped figure cannot tell whether they are paying for the product or for the courier, and that ambiguity tends to reappear on the bulk quote too. There may also be a bank or transfer fee, and on small amounts it is worth knowing in advance rather than discovering on the statement.

How to inspect what arrives

Open the carton on the day it lands, before the packaging goes into a storage corner. Five checks cover most of what matters. Match the carton label against the invoice: SKU, quantity, lot or batch code. Scan the barcode and confirm it resolves to the correct product and market version. Check the packaging language and the version printed on the box, because US and EU packaging are not interchangeable for retail. Handle the item itself, joints, paint, seams, battery compartment, and note anything that would come back as a return. Then compare the documents you received against what was promised.

Write the result down while the carton is still open, with photos, and keep one unit sealed as your reference. That sealed unit becomes the approved sample against which a later pre-shipment inspection is measured, and the difference between a supplier who ships what you approved and one who ships something close is usually settled by that box. The counterfeit risk checklist covers the verification points in more detail.

Red flags at the sample stage

Some patterns are worth stopping on. A supplier who will not show the lot code on the carton before shipping. A sample price that only works if you later buy ten times the quantity, which usually means the sample was priced to win the trial, not to be repeated. Photos that match the brand's own website rather than the carton in the warehouse. An invoice the supplier offers to send "with the bulk order". A request to pay a personal account instead of a company account.

Individually these are inconveniences. Together they describe a channel you cannot audit, and no sample discount compensates for that. The distributor red flags checklist and the guide to verifying a genuine toy supplier go through the company-level checks that sit alongside the sample test.

Turning a clean sample into a bulk order

Once the trial passes, the bulk order should read like a continuation of it, not a fresh negotiation. Fix the SKU list, confirm the case pack arithmetic so the carton count matches your sell-through plan, and ask for the PI with the Incoterm stated, which in our case is FOB Guangzhou. Agree the deposit percentage and the balance trigger, then keep the approved sample on file for the pre-shipment check. Our guide to PI and T/T terms covers what a clean payment structure looks like, and the MOQ negotiation guide helps where a first order sits below the stated minimum.

For US-bound freight, CPSC requirements including eFiling apply, and CPC documentation should travel with the goods. Confirm the current rules with the relevant authorities for your own import situation, since requirements change and the importer carries the responsibility. The import steps guide sets the sample stage in the wider sequence from first enquiry to customs entry.

💡 Bottom line: a sample order costs a carton and a courier bill, and it buys you the only evidence that matters before bulk: the actual product, the actual packaging, the actual lot code, and the documents that come with them. Ask for the itemized freight line, open the carton on arrival, keep one unit sealed as the approved sample, and let the bulk PI inherit every number you confirmed. Frequently asked questions

What does a toy sample order cost?
Two lines, always quoted separately. The goods line is the wholesale price for the SKUs you pick, at sample quantity rather than pallet quantity. The freight line is the one that usually surprises buyers, because samples travel by air express and are charged per kilogram, while bulk travels by sea and is charged per cubic metre. Ask for both lines itemized plus the sample handling fee, if any, before you approve the order.
Is the sample fee refunded on the bulk order?
Sometimes, and it is a commercial term rather than a rule. Some suppliers credit the sample fee against the first bulk purchase order once it reaches an agreed value, others do not. Agree it in writing before you pay, and have the credit stated on the PI so the deduction is visible at balance time.
Can a sample order prove a toy supplier is legitimate?
It proves what is inside the carton, not who the supplier is. A sample order confirms the product, the packaging version, the lot code and the documents that travel with the goods. Whether the company is a genuine trade channel is a separate check, done through company records, invoice history and the red-flag questions buyers ask before paying.
